It is an explanation because he is giving reasons why a corporation can be considered a person.

''I agree with Sebo that "Kiko and Tommy are not mere things". I have never had a pet dog or cat that was a "mere" thing. The birds at our feeders, whether starlings or hawks are not "mere" things''
It is clearly an agreement because Marvant follows the viewpoint of the author of the article.
